First Session of
Congress Called 'Unproductive'
WASHINGTON - Many interest
groups on Capital Hill say the first session of the 106th Congress was rather boring.
Congress members defended the session, but off the Hill conservatives and liberals agreed
that it was not very productive. "There were individual victories, but the overall
agenda was not one the American public can be pleased with," said Rep. Benjamin

ANNAPOLIS - House Speaker Casper R. Taylor's
decision to release his 2000 agenda without providing Del. Dana Lee Dembrow,
D-Montgomery, with a copy or consulting other House Democrats has riled many of his

Glendening Says Smart Codes Caught Nation's Eye
ANNAPOLIS- States all over the country are
interested in Maryland's answer to fighting urban sprawl, Smart Codes, according to Gov.
Parris Glendening. Glendening created Smart Codes to rewrite rehabilition regulations and
promote Smart Growth, an initiative to stop urban sprawl and promote growth in existing
